  • FLEX | Flexible wages for flexible contracts? The dynamics of the relationship between wage policy a

    Research Group Innovation and Labour Website: n.a. Presentation: Who benefited most from the re-regulation of labour markets which affected most of EU countries in the 1990s? The guidelines of the European Employment Strategy stress the need to promote flexibility combined with employment security and to ensure employment-friendly labour cost developments and wage-setting mechanisms [Ce05]. Despite higher occupation and employment rates, the outcome of 20 years of labour market flexibility is not clear yet. Flexibility allowed employers to face increasingly competitive markets, yet claims exist that contract flexibility was also used to cut labour and training costs [RaScHa00]. Contract flexibility has also been accused of driving large shares of younger workers and other groups of disadvantages employees to career paths characterised by temporary contracts, lower wages, poor working conditions, and low training. Literature on employment relationships has achieved important results, but several gaps still exist. The core idea of this research project is that wage dynamics and the use of flexible contracts are driven by the wage policy of a firm and by environmental conditions. Thus, the research programme jointly developed by a Portuguese and an Italian research unit, will take advantage of two national administrative linked employer-employee panel databases: Quadros do Pessoal, and Work Histories Italian Panel (WHIP). The research programme is based on a multidisciplinary, comparative, and pluralist approach and it is expected to produce new theoretical models and empirical evidence on the joint use of contract flexibility and targeted wage policies by firms.   • GÉNERO | Gender, migration and domestic service: the invisible army of women workers in Portugal

    Research Group Innovation and Labour Website: n.a. Presentation: The project sought to improve knowledge of the gendered structure of domestic work in Portugal. Concretely, it aimed to:1) provide new data and conceptual, statistical and econometric analysis of a previously under-studied area; 2) enhance understanding of that women-dominated sector, through consideration of the nature of the work, its representation in society, and its position as a transition job for migrant and non-migrant women; 3) reach conclusions concerning domestic workers’ preferences and experiences regarding labour law protections and undeclared work; 4) challenge the boundaries of the concepts of entrepreneurship and innovation through considering a sector not traditionally seen as falling within those definitions; 5) identify the social, legal and labour market policy implications of this work; 6) increase international awareness of research into the Portuguese social reality through international publications; and 7) provide training to junior researchers as a priority.   • BeCom | Choice beyond (in)commensurability: controversies and public decision making on territorial

    Research Group Governance, Economy and Citizenry Website: n.a. Presentation: This project is meant to explore decision making devices (instruments and procedures) and their role in dealing with conflicts between (incommensurable) values as they arise in the process of public decision-making concerning the sustainability of projects with major impact on environment. With the European Union Directive 2001/42/EC the assessment procedure known as Strategic Environmental Assessment (SEA) became a major instrument for implementing sustainable territorial development policies in the EU. Public decision is thus called to translate into practice the goal of territorial sustainable development - a guiding principle of public action that requires the composition of different and often contrasting definitions concerning desirable common goods to pursue. However, the way in which this composition may be achieved leaves room for controversies and varied, context-dependent, arrangements. The project combines two different but interwoven explorations. The first is meant to analyse the translation of monistic and pluralistic approaches into “devices of decision” (cost-benefit analysis; integrated and multicriteria approaches). The second axis is devoted to the observation of how these devices have been enacted in controversies concerning large infrastructural projects, specifically: the decision on the location of the new Lisbon airport, the decision of the construction of the Tua dam and the decision on the extension of Milan airport.   • DOMESTIC WORK | Domestic work and domestic workers: Interdisciplinary and compared perspectives

Presentation: The Project provided an interdisciplinary and comparative analysis of the phenomenon of domestic work, including some new empirical research. It mainly concerned the nature of the legal regulation of domestic work and domestic workers, contextualized by socio-legal and socio-economic analysis. Its focus is on law and society, including the impact of changes in the law on society, and encompassed both issues arising from domestic work and issues concerning domestic workers. The Project is focused on Portugal, where there has been no study of the legal implications of the nature of domestic work and the employment relationship, the identity of the workers, or the wider impact of the commodification of such domestic work. It will also consider, in a comparison, the United Kingdom, Brazil, India and Mozambique.
