Imagem e Propaganda em Portugal (1934-1974) [FCT – PTDC/CPC-HAT/4533/2014] No âmbito do Projecto acima referido, está aberta a chamada de artigos e recensões para publicação no vol. 12, n.º 23 (2017) da Revista Comunicação Pública, da Escola Superior de Comunicação Social, com o fim de constituir um número especial temático sobre o tema da FOTOGRAFIA E PROPAGANDA NO ESTADO NOVO PORTUGUÊS. A relação entre a fotografia e a propaganda como campo de investigação e de estudo no Estado Novo português é relativamente recente, representando um importante contributo para a discussão do modo como o regime se legitimou através das imagens fotográficas. O interesse por este campo de investigação deve-se, sobretudo, à recente abertura ao público dos arquivos fotográficos; às políticas de digitalização e à cada vez maior consciência historiográfica da importância da fotografia e dos arquivos fotográficos como fonte essencial para a investigação académica. Este número da Revista Comunicação Pública pretende dar a conhecer as novas investigações produzidas e em curso sobre a propaganda política do Estado Novo, bem como a sua relação com a circulação e consumo das imagens fotográficas públicas por ele produzidas. Neste sentido, propõe-se analisar o modo como o regime construiu as narrativas visuais de propaganda através do medium fotográfico. O período abrangido inicia-se no momento em que a imagem fotográfica e os seus autores – os fotógrafos – foram colocados ao serviço do regime por António Ferro, quando este se tornou o responsável pelo SPN-Secretariado da Propaganda Nacional (1933), mais tarde, designado SNI – Secretariado Nacional de Informação, Cultura Popular e Turismo (1944), através das três grandes políticas de propaganda do regime: a «Política do Espírito» para as artes e a literatura, dando simultaneamente a conhecer Portugal ao exterior; a «Política do Gosto» e a «Política do Turismo». As implicações dessa associação consolidar-se-ão através do foto-periodismo dos anos 30 e 40; dos salões de amadores; do impulso às exposições individuais de fotografia; do estímulo às artes gráficas subsidiando revistas e álbuns; ou da utilização em grande escala da fotografia nas exposições nacionais e internacionais; ou na sua utilização na propaganda das grandes obras públicas realizadas. Exploravam-se, então, as potencialidades da fotografia, bem como novas formas de ritualizar o processo de apropriação das representações visuais para fins propagandísticos. Já no pós-guerra, os novos agenciamentos políticos promoveram reformulações e novas estratégias visuais e de propaganda. Simultaneamente, as experimentações fotográficas surrealistas e o discurso neo-realista garantiram outras imagéticas, especialmente num tempo em que a repressão contra a oposição ao regime se viria a acentuar, sobretudo com a Guerra Colonial, em 1961, até ao seu fim em 1974. Serão bem-vindos os artigos que procurem problematizar a utilização da fotografia enquanto documento, bem como as relações entre fotografia e propaganda, através dos vários media impressos de comunicação visual: na imprensa, em revistas, exposições, catálogos, livros, guias, álbuns fotográficos ou foto-livros e cujas abordagens foquem a actividade dos fotógrafos e as suas práticas. Os estudos comparados, nomeadamente com o fascismo italiano e o franquismo, serão do mesmo modo considerados. Como tópicos meramente indicativos, que se podem cruzar entre si, exemplificam-se os seguintes: 1. Representações performativas: a propaganda da imagem de Portugal para dentro e para o exterior; as exposições nacionais e internacionais; exposições temáticas e coloniais; as viagens presidenciais; cosmopolistismo e nacionalismo; 2. Realizações materiais: obras públicas; arquitectura e urbanismo; paisagem e património; restauro de monumentos; parques e jardins; arquitectura e cultura popular; arte popular; turismo; radio e telecomunicações; folclore; cinema, dança e teatro; nacionalismo e política cultural; 3. Retóricas do corpo: práticas e discursos do corpo na fotografia; retrato; corpo colectivo e militarizado; desporto e ordem política; religião, família e corpo; corpo colonial; representações do corpo e discursos de poder; masculinização da estética do regime; heranças naturalistas e pictorialistas; 4. Contra-imagens e contra-discursos: discursos e imagens de resistência ao Estado Novo; contra-discursos e contra-imagens surrealistas e neo-realistas; exposições e experimentações; fotografia humanista e contestação à política cultural do regime; fotografia e compromisso social; nacionalismo e humanismo. Paulo Marques wins António Simões Lopes Award 2016 - Best Doctoral Thesis Attributed by the Order of Economists, this Award aims to distinguish the best doctoral thesis in the area of ​​Economic and Business Sciences, approved in public tests conducted in Portuguese Universities. Paulo Marques, ex aequo with a doctorate from ISEG, were the winners in the 2016 edition. The prize of € 7500 will be divided by the two. Research Group Innovation and Labour Website: n.a. Presentation: The collective bargaining and representativeness of temporary workers in Europe. Development and reinforcement of Industrial Relations Systems in response to changes in the European labour market This project was founded by the EC- DG Employment, Social Affairs and Inclusion and had CESOS srl Impresa Sociale as applicant and five other institutions, including DINÂMIA’CET-IUL, as co-applicants. The main objectives were to: analyse the adaptation of industrial relations systems to the challenges in the European labour market and their capacity to protect and represent new forms of labour; identify some best practices in the industrial relations systems and to identify examples of collective bargaining or significant agreements regarding temporary workers in Europe; develop expertise and knowledge on industrial relations systems in Europe, in particular regarding workers involved in the new forms of labour, which, very often, do not know the opportunities of representation and protection they could have; verify the knowledge regarding industrial relations systems and representativeness among the temporary workers in the countries involved; promote the exchange of best practices at European level and the identification of guidelines to develop a common strategy of industrial relations systems in Europe which can represent and protect temporary workers; verify the transferability of best practices in the various European Industrial Relations systems; disseminate and improve the knowledge of European temporary workers, social actors and experts regarding the industrial relations systems and the opportunities for temporary workers to be represented and protected. RESEARCH GROUP GOVERNANCE, ECONOMY AND SOCIETY 3.1 Human rights, markets and governance challenges Within this Thematic Line, we envisage to investigate to what extent, and in what ways EU law and case-law of the European Court of Justice, as well as the doctrine and practice of the novel European Agency for Fundamental Rights, are furthering the role of human rights as standards of reference for framing or judging market entities’ practices. 4 main research topics are: i) The Charter of Fundamental Rights, a reference guide for the European Internal Market?; ii) The justiciability of economic, social and cultural rights in the light, in particular, of public policies designed to address the deficit/debt problem; iii) Judges and the growth of inequalities: new trends in judicial interpretation and enforcement of the law and its implications for the theory of law in civil law systems; and iv) The EU “Better Regulation Agenda” and its impact on policy practice and on the opening up of regulation. 3.2 Research and teaching in the social sciences and humanities: Pluralism and commitment This Thematic Line is focused on the renewal of economic thought, underpinned by the study and updating of economic theory and dialogue with other disciplines, namely economic sociology and law. In addition, we intend to foster reflection on the relation between strands of economic thought and analysis and the social responsibility of university research: to what extent does it make sense to talk of the neutrality of economic science? These objectives must be achieved through training methodologies and scientific practices that understand training itself and research as "democratic experiences" that include forms of integration and communication of innovative knowledge, and spaces of external communication that can feed more open and broader debates, and in so doing, rescue the original purpose of Academia.

CITIES AND TERRITORIES 2.1 Creativity, culture and territory This Thematic Line carries out fundamental and applied research on the role of the arts and culture in fostering development, the competitiveness of territories and urban revitalization from both a historic and contemporary perspective. It seeks to understand the territoriality of these activities and creative dynamics, getting a perception of their organization and spatiality and, on the other hand, it strives to shed light on their multiple contributions to various aspects of sustainable development and the resilience of the territories. Coord: Pedro Costa 2.2 Representations and discourse on architecture and territory This Thematic Line conducts research focused on discourse and representation in the practice and theory of architecture, primarily on questions related to the copyright and contextual interpretation of architectural work, taking a perspective that crosses the contemporary with the history of architecture and urbanism. This multiple interpretation of the various forms of representation and discourse is understood to be as important as the research line on the change of the territory and contemporary society. Coord: Paulo Tormenta Pinto 2.3 Ways of Living, Society and Architectural Culture This Thematic Line develops several sub-lines of research on the issues of architectural culture and history, housing and ways of living. The analysis carried out deals with the architectural production and the sociological presuppositions of architecture, considering the private and public initiatives, understanding local specificities, national and international realms. Coord: Ana Vaz Milheiro and Sandra Marques Pereira 2.4 Recompositions, urban restructuring and metropolitan change This Thematic Line focuses on the analysis of the processes and dynamics of territorial and urban change, studying the relations between development, territorial cohesion and the logics of recomposition that affect territories today, with special emphasis on metropolitan areas and the relationship between urban spaces and their hinterlands. Coord: Teresa Costa Pinto and Mª Assunção Gato 2.5 Territorial governance, spatial planning and socio-spatial intervention The aim of this Thematic Line is to analyze (and whenever possible to participate in and/or evaluate) the formal and informal public intervention processes of spatial planning, strategic planning, master or specific plans, and to glean further knowledge on the rationale of socio-territorial interventions that result from either public initiative (or financing) or citizens' movements in response to concrete problems. It also strives to tackle questions of regional and local development in light of the endogenous and exogenous dynamics of the territories, examining the respective development strategies in terms of the negotiation of interests of the different (public and private) agents involved and the resulting rationale of regulations and governance. Coord: J osé Manuel Henriques and Mª Fátima Ferreiro 2.6 Urban Morphology and Sustainability This Thematic Line focuses on the analysis of urban morphology and the operational rationale and structuring of territorial metabolisms, as well as the cross-cutting theme of sustainability; this is understood here specifically in its role for urban and rural development and is assumed as a strategic dynamic and transversal factor for the development of the territories of the future.
