Research Group Cities and Territories Website: www.aca-ct.pt Presentation: The ACA Project (Academy for Cohesion in the Azores) (www.aca-ct.pt) concerns experimenting with ‘Knowledge Alliances’ in developing transdisciplinary research with ‘Cohesion Agents’ organized in ‘Communities of Practice’. The MASIS Report emphasized potential limits of conventional research and claimed for research aiming at problem solving. Building ‘Knowledge Alliances’ was already introduced by Europe 2020. The unprecedented complexity of the problems of our time shows the limits of more current practices aiming at problem-solving. Planning related action for social innovation and resilience requires both excellent and relevant scientific knowledge. Research is required aiming at clarifying the conditions to be met in order social innovation to become possible (‘conditions of possibility’) and transdisciplinary research aiming at its usefulness in contributing to societal capacity building for resilience in times of uncertainty and structural change. Taking stock of accumulated past experience based on European Experimental Programmes aiming at innovation in public policies (Poverty III, URBAN, LEADER, EQUAL, etc.), the Academy for Cohesion in the Azores (ACA) was created in the framework of the Agency for the Territorial Cohesion of Azores (AGECTA). The ISCTE-IUL and DINÂMIA'CET-IUL are involved in a first experimental project aiming at capacity building of ‘Cohesion Agents’ belonging to diverse organizations and being in charge of developing ‘territorial animation’ efforts in ‘fragile’ areas. ACA facilitates their autonomous organizing on a territorial basis (‘Local Centres for Territorial Animation’) (CLAT) as well as their interacting within and among the CLAT eventually belonging to different islands. The development of the work is supported by web based tools as it is the case of the CIARIS Platform (www.ciaris-ct.pt) early developed by the International Labour Office (ILO) and now being managed by AGECTA following a specific agreement. Research Group Cities and Territories Website: http://www.crh.archi.fr/Rester-en-centre-ville Presentation: Nous proposons une démarche comparative internationale permettant de soumettre au même questionnement des quartiers concernés par des changements dont, par hypothèse, les causes sont comparables (mondialisation, métropolisation, transformation des gouvernances nationales et locales), mais aussi les conséquences en termes d’effets sociaux et de prise sur le changement. Les relations entre résilience et résistance dans ces quatre quartiers urbains centraux européens seront étudiées en partant des pratiques des habitants et des usagers, dont nous estimons qu’elles relèvent moins des logiques traditionnelles du « quartier tremplin » que de l’existence de sphères d’appartenance et d’usages qui se conjuguent bien au-delà du quartier, et peuvent être qualifiées de« socio sphères », et être saisies au moyen de la notion de « scènes » . L’analyse s’appuiera sur des entretiens portant sur les parcours de vie de personnes et de familles habitant dans le quartier au moment de l’enquête, et particulièrement celles qui luttent pour s’y maintenir en développant des stratégies résidentielles (selon des logiques familiales, amicales, professionnelles), ainsi qu’auprès de personnes et de familles dont la présence dans l’espace public et leur attachement au territoire (manifesté par leurs activités et leurs pratiques de certains lieux) expriment et ancrent leur volonté d’y avoir un recours libre. L’objectif de « rester en ville » constitue donc le pivot des investigations croisées sur 4 quartiers centraux de grandes villes européennes : Paris, Bruxelles Lisbonne et Vienne. Ces entretiens, au nombre de 240 (60 par site), seront complétés par des observations situées, portant sur des lieux faisant système dans la mesure où ils offrent des prises à la résistance/résilience. Les « systèmes de lieux » ainsi dessinés se conjuguent avec des « systèmes de liens » permettant de qualifier l’hospitalité du quartier d’accueil, ses aménités, et la possibilité pour certains ménages pauvres de rester en centre-ville, malgré, et peut être à cause, de la métropolisation. Presentation: The Enraiz'art project aimed the creation of "roots" with the territory, with the culture of the community from the discovery of its history, of knowledge, of their rural material and immaterial heritage, with particular attention to the area of agriculture. It assumed that each subject/student learning through the characteristics of their community and their own personal traits, content and learning objectives. To achieve the aim, both of the partners studied the current situation of the historical heritage and entrepreneurship education of each region and try to identify innovative methods. - Estudo dos Fenómenos Migratórios em Portugal: 2014-2030

Presentation: (Only Available in Portuguese) Este estudo teve dois objetivos centrais: por um lado, situar num horizonte temporal de médio prazo (até 2030) as transformações económicas, sociais e políticas que enquadram os movimentos populacionais de emigração e de imigração, tanto num contexto internacional como no contexto nacional, por outro lado, apoiar a elaboração de estratégias de intervenção e a reformulação das estruturas orgânicas do Alto Comissariado para as Migrações. Identificaram-se as principais forças motrizes que estruturam as mobilidades populacionais, clarificaram-se as variáveis transversais ao desenvolvimento económico e social e colocou-se em discussão os diferentes cenários para Portugal em termos de migrações. Através do levantamento e análise de diferentes estudos nacionais e internacionais, sistematizaram-se vários tipos de cenários, identificaram-se algumas das variáveis-chave estruturadoras dos fenómenos de mobilidade, nomeadamente nas dimensões económica, social e política e apresentaram-se os principais dados existentes sobre a volatibilidade dos fluxos de entrada e saída. As tendências prospetivas cruzam esta informação com os resultados da consulta a informadores privilegiados sobre as principais incertezas estruturantes que se colocam no futuro das migrações até 2030 e as duas principais tendências sobre a mobilidade em Portugal em termos de fluxos de entrada e saída. - ÁREAS METROPOLITANAS - The transformation of social and urban structure of Lisbon and Oporto Metropo

Presentation: The subject of the composition or recompositions of cities’ social tissue and their spatial expression or, in another perspective, the analysis of change in social and urban structure throughout the processes of urban growth, is a founding research line in urban studies. From the outset it has been a fundamental theme in scientific production. In Portugal, the systematic and longitudinal analysis of social recompositions has had as key empirical object the social structure of Portuguese society on a whole, as opposed to specific cases in metropolitan territories. In the Portuguese case there are multiple studies on the spatial expression of social change. However, so far there hasn’t been an enlarged in-depth study of the social and urban structure of the two national metropolitan areas (Lisbon and Oporto), based on several dimensions and variables of transformation along time. This project centres on the relation between social structure and urban structure transformations in these two areas, from 1950 to 2011. Methodology (max. 5-10 lines): Fundamental methodology is the statistical analysis of population, building and housing censuses in all Census applications from 1950 to 2011. It is a longitudinal analysis of an aggregate chronological dataset, based on a set of variables and cross-checking data previously released by INE (Instituto Nacional de Estatística, IP). - BEHAVE | A behavioral approach to consumer credit decision-making

Presentation: Taking as starting point the results of the behavioral sciences on heuristics and biases, this project aims to investigate consumer credit decision-making, marketing strategies that exacerbate that behavior, and assess the extent to which consumer protection policy adequately takes into account heuristics people use when making complex decisions, human cognitive limitations and self- control problems. People systematically deviate from the neoclassical economics model of human action that assumes complete information, unlimited cognitive abilities, and full self-control. The high debt rates of consumers in developed societies can be to some extent explained in terms of individuals’ failure in making sensible credit decisions due to non-transparent information which is difficult to process and to the temptation of immediate gratification, which is too salient as compared to the delayed costs of hasty decisions. The four main goals of this project are: 1) To investigate the heuristics and the cognitive biases that affect consumer credit decision-making, when accessing and appraising information and choosing. 2) To investigate the extent to which sellers’ marketing strategies manipulate heuristics and exploit consumer cognitive biases. 3) To investigate the extent to which consumer protection policy adequately addresses the identified biases and their exploitation by firms. 4) To recommend policy proposals that better address the complexity of consumer credit decision-making. - COPIE | Survey on Business Start-up Infrastructure – Community of Practice on Inclusive Entrepreneur

Presentation: The ‘Community of Practice on Inclusive Entrepreneurship’ was created in the framework of Equal Community Initiative to help capacity building on the basis of European best practice in the field. Unemployment is still a serious problem in many Member States and the challenge of job creation is urgent and complex. New solutions are needed and stimulating ‘inclusive entrepreneurship’ among ‘non-traditional’ entrepreneurs is a possible contribution to job creation. Testing the CoPIE Tool in Portugal helped to make priorities clear in designing measures for ‘inclusive entrepreneurship’: contemporary existential conditions among the members of target groups do not favour the previous existence of business ideas, animation efforts play a crucial role; these kinds of animation efforts require a specific quality and adequate skills; also public policies need to involve policy integration and multi-level governance for flexible territorial context-dependent response; depending on their own skills in labour intensive production processes and trying to reach adequate income with strong capital shortages (microcredit), ‘inclusive entrepreneurship’ requires adequate business and management strategies different from those needed by conventional capital intensive and technology based small firms; the challenges of ‘innovation’, business skills and sales have to be different though crucial for survival and growth and survival require post-start-up support requiring specific quality challenges and adequate skills; if governance and policy integration, social relations, pre-start-up, post-start-up and the support to commercialisation all play a critical role in making ‘inclusive entrepreneurship’ concrete, the identification of the organisations best prepared to play this role requires specific attention in order to meet the challenges of organisational innovation and to meet skills gaps considered to be critical in pre-start-up and post-start-up business support. The need for urgent progress in Europe was recognized. In contemporary conditions, this progress depends on policy measures that may contribute to make results in the field concrete. This involves ‘social innovation’ both in public policies and in the practice of the organisations of civil society. The needed effort of ‘social innovation’ could be strongly improved by action at European level.
