In 2008 the ILO Governing Body decided to place an item on the agenda of the 99th Session (2010) of the Conference with a view to setting standards on decent work for domestic workers; this decision contributed to the visibility of millions of domestic workers all over the world. With the aim of also contributing to the visibility of domestic work, this research puts forward an analysis of its recognition. Based on the theoretical proposals of Axel Honneth, we argue for a new approach to the concept of recognition, which highlights the role of emotions in the context of labour interactions. Focusing on the study of an activity that oddly merges two spheres traditionally opposed – labour and privacy –, we will contradict the typical differentiation between emotions and work. Based on a qualitative analysis we will attempt a sociological reconstruction of the recognition of domestic work’s reality in Portugal. Abstract: As the first broad reform of the EU data protection legislation is being achieved, and notwithstanding EU institutions’ confident discourse, scepticism remains about the reform’s ability to safeguard the fundamental right to data protection in the face of evolving data processing techniques underlying so-called big data. Yet, one might wonder whether the cause for this difficulty should be ascribed mainly to technological progresses that the law finds it hard to deal with or rather to the policy choices embedded in the legal reform itself. Indeed, a new data protection enforcement model is being adopted, which relies heavily on risk assessment and management by the data controllers themselves. Likewise, data protection authorities see their supervisory role significantly weakened. These developments and the underlying rationality are discussed. Given the limitations of the risk-based approach as currently devised, we suggest that it be reappraised in consideration of risk regulatory experiences in other domains. #2017 #MariaEduardaGonçalves #GEC

We use linked employer–employee data to examine the relationship between compensation policies and contractual arrangements in large-sized firms in Portugal. In this country, the wages are regulated through minimum wage and collective agreement, while employment is protected by stringent employment legislation. The empirical analysis starts with a fuzzy clustering to identify typical compensation policies. Three major segments emerge from this analysis: Competitive, Internal Labour Markets and Incentive. The first segment comprises low-wage firms, which are highly responsive to market conditions. The other two reveal properties of internal labour markets, although the incentive-based firms reinforce the use of discretionary power to differentiate the workforce. Subsequently, we estimate a regression model to examine how the compensation policy interacts with contractual arrangement. Empirical evidence confirms the segmentation predictions, i.e. low, flexible wages and flexible contracts prevail in the same firms. Furthermore, vulnerable categories like young workers and female workers are over-represented in Competitive firms, while high-wages are associated with incentive devices benefiting white-collar employees.
