  • Essays on the Portuguese Economy: The Era of Financialisation

Ricardo Barradas Research Group: Governance, Economy and Citizenry Supervisor(s): Sérgio Lagoa Summary This PhD thesis aims to assess the financialisation process in Portugal since the early 1980s and a particular dimension of the respective process in the European Union countries since the mid-1990s, through the compilation of four inter-related Essays. The broad and complex concept of financialisation tends to offer a negative perspective on the impact of growth of finance in the economy, contrary to the predictions of mainstream economics that considers the growth of finance as a general positive phenomenon. In that sense, the emergence of financialisation in Portugal is contextualised in an historical, economic and international perspective in the first Essay. Based on the analysis of several indicators, this Essay concludes that the Portuguese economy exhibits symptoms of financialisation that put in evidence its structural weaknesses and played an important role on the recent sovereign debt crisis. The second Essay aims to address empirically the relationship between financialisation and the Portuguese real investment through a time series econometric analysis. Financialisation, on the one hand, leads to a rise of financial investments by non-financial corporations, which deviates funds from real investments (“crowding out” effect). On the other hand, strong pressures around the intensification of financial payments restrain funds available for real investments. This Essay concludes that the financialisation process has hampered the Portuguese real investment, mainly through the channel linked with financial payments. The empirical analysis of the second Essay is extended to the European Union countries in the third Essay using a panel data econometric analysis. This Essay concludes that the financialisation process has also damaged real investment in European Union countries, mainly through the financial payments channel. The Essay is also able to identify that the financialisation process causes a higher slowdown in real investment in the more financialised countries, which represents an important conclusion for a less financialised economy like Portugal. The fourth Essay aims to assess empirically the relationship between financialisation and the Portuguese labour income share, conducting a time series econometric analysis. The financialisation process tends to increase the inequality on functional income distribution, visible in the growing importance of profit share in viidetriment of labour income share, which occurs through three channels: the change in the sectorial composition of the economy (due to the increase of the weight of financial activity and the decrease of government activity), the shareholder value philosophy and the weakening of trade unions. The Essay finds evidence that the financialisation process affected the evolution of the Portuguese labour income share, namely trough changes in government activity and in trade union density. Overall, this PhD thesis offers further evidence that the financialisation process also affects negatively and from different prisms the smaller, less developed and more peripheral economies, such as Portugal. • Fadas do Lar. Empregadas domésticas no quotidiano das famílias portuguesas

Vanessa de la Blétière Malheiro Research Group: Governance, Economy and Citizenry Supervisor(s): Pierre Guibentif Summary Despite its invisibility, paid domestic work has recently been the subject of debate. In 2008 the ILO Governing Body decided to place an item on the agenda of the 99th Session (2010) of the Conference with a view to setting standards on decent work for domestic workers; this decision contributed to the visibility of millions of domestic workers all over the world. With the aim of also contributing to the visibility of domestic work, this research puts forward an analysis of its recognition. Based on the theoretical proposals of Axel Honneth, we argue for a new approach to the concept of recognition, which highlights the role of emotions in the context of labour interactions. Focusing on the study of an activity that oddly merges two spheres traditionally opposed – labour and privacy –, we will contradict the typical differentiation between emotions and work. Based on a qualitative analysis we will attempt a sociological reconstruction of the recognition of domestic work’s reality in Portugal. • The EU data protection reform and the challenges of big data: remaining uncertainties and ways forwa

Title: Gonçalves, M.E. (2017) The EU data protection reform and the challenges of big data: remaining uncertainties and ways forward, Information & Communications Technology Law, 26 (2)10.1080/13600834.2017.1295838. Research Group: Governance, Economy and Citizenry Date: 2017 Publisher: Information & Communications Technology Law Link: http://www.tandfonline.com/doi/full/10.1080/13600834.2017.1295838 Publication type: Scientific journal article Research Project: N.A. Abstract: As the first broad reform of the EU data protection legislation is being achieved, and notwithstanding EU institutions’ confident discourse, scepticism remains about the reform’s ability to safeguard the fundamental right to data protection in the face of evolving data processing techniques underlying so-called big data. Yet, one might wonder whether the cause for this difficulty should be ascribed mainly to technological progresses that the law finds it hard to deal with or rather to the policy choices embedded in the legal reform itself. Indeed, a new data protection enforcement model is being adopted, which relies heavily on risk assessment and management by the data controllers themselves. Likewise, data protection authorities see their supervisory role significantly weakened. These developments and the underlying rationality are discussed. Given the limitations of the risk-based approach as currently devised, we suggest that it be reappraised in consideration of risk regulatory experiences in other domains. #2017 #MariaEduardaGonçalves #GEC

Date: 2017 Publisher: International Journal of Human Resource Management Link: http://www.tandfonline.com/doi/full/10.1080/09585192.2017.1284884 Publication type: Scientific journal article Research Project: PTDC/EGE-ECO/108547/2008 Abstract: Firms respond differently to labour market regulations and develop an employment relationship accordingly. We use linked employer–employee data to examine the relationship between compensation policies and contractual arrangements in large-sized firms in Portugal. In this country, the wages are regulated through minimum wage and collective agreement, while employment is protected by stringent employment legislation. The empirical analysis starts with a fuzzy clustering to identify typical compensation policies. Three major segments emerge from this analysis: Competitive, Internal Labour Markets and Incentive. The first segment comprises low-wage firms, which are highly responsive to market conditions. The other two reveal properties of internal labour markets, although the incentive-based firms reinforce the use of discretionary power to differentiate the workforce. Subsequently, we estimate a regression model to examine how the compensation policy interacts with contractual arrangement. Empirical evidence confirms the segmentation predictions, i.e. low, flexible wages and flexible contracts prevail in the same firms. Furthermore, vulnerable categories like young workers and female workers are over-represented in Competitive firms, while high-wages are associated with incentive devices benefiting white-collar employees. Apparently, firms foster inequality among segments of workers and often penalise or favour the same category of workers. #2017 #IL #FátimaSuleman #SérgioLagoa #AbdulSuleman #PTDCEGEECO1085472008
